Tewksbury Conservation Commission continues Livingston Street road project, approves Ellis Avenue home
TEWKSBURY — April 8, 2026 — Tewksbury Conservation Commission advances Livingston Street multimodal project but delays final vote pending DEP review. The commission voted unanimously to reopen and continue the public hearing on a notice of intent filed for the town DPW's Livingston Street improvements project — a corridor redesign from Roy's Way to East Street that would add a five-foot granite-curbed sidewalk, bike lanes, and a new stormwater system discharging through storm scepter units to adjacent wetlands across three delineated wetland areas. Kevin Carter of GCG Associates, presenting for the town, said outstanding DEP comments were "more clerical than anything" but agreed to submit responses before the April 22 follow-up hearing, with the town targeting a summer construction start. The commission also approved a notice of intent for a single-family home at 0 Ellis Avenue with up to 5,000 square feet of riverfront disturbance, issued negative determinations of applicability for a deck rebuild at 30 Oxford Road and a pool installation at 40 Jennies Way, and ratified six emergency certifications covering water breaks, sewer tie-ins, and storm-damaged tree removal across town.
